I'm just testing 1x Gistii, 2x named kinetic amplifer, 1x thermal named amplifer (skilling for tech 2).
Works great with Guristas (mainly kinetic heavy/cruise/torps, sometimes hybrids and thermal light missiles). Its cheap and easy for cap.

why isnt this any good?
1. Named MLU's are broken so it's waste of money until rev 2.2.
2. Shield rigs increases signature radius, so, what he'll gain from better EM resists (and I point you to "2x npc hadners" so this is supposed to be versatile fit) against Sansha and Blood raiders, he'll loose by being bigger target (missiles will hit him with better damage, guns will hit more often).
3. it's too expensive. :P

Right now I advertise semi-passive solution with Gisii SB and 3 Caldari Navy amplifiers. Amplifiers needs only 20 tf, so it is possible to fit them with 2 MLUs II with mining upgrades at level 5 (or 'Gypsy' KMB-50). Right now they're also not too expensive (40-50M for EM i thermal. Kin and explo aren't available right now.).
With CPU implant you could switch Gistii with Pithi SB.
Strong tank agains NPCs (requires shield compensations at 4 at least), low cap drain, max yeld.
